After watching my Country Sing Along DVD after a long time, I have searched and rechecked more clips on YouTube and found several new scenes and new clip uploads, I previously missed.
The clip pictured is called Billy and Ruby's Sing Along | The Caissons Go Rolling Along |Summer Fun | PBS Kids. It's not included in the regular clip of the song The Caissons. Obviously taken from the Kidsongs TV Show. Maybe included on the Summer Fun DVD box?
Bibs or shortalls are dark blue, either hickory stripes or less likely corduroy. This is Tiffany Burton (season 3)( who also has a sister Brittany).
I also found this or another blonde girl and a 2nd girl barefooted, coming soon.
On the fandom site there are now much more pics of the kids with names. So I can now identify more.
