FOUND! I have checked (almost) all 80s UK series and most Australian and German series without success. Then I recalled who I thought to be the teen girl in the same scene (not in bibs). It was young Dutch Isolde Hallensleben in rare series Hotel Amor (1990), pictured from my old excluside slideshow, now I also uploaded my clip. But it can't be her, as I'm sure that this hadn't been aired on a German broadcast. Same for Goede tijden, slechte tijden. At least, she should look similar.
I will re-check my tape if there are more scenes or any hints. I put away the tape but I will find it. Captured on May 5th on the same tape/overwritten by The Secret of the Stone clip 10. That was aired in Aug 1992. Ep 8 in Sept 8th.
But I doubt, that I will ever find the title. It somehow looks like a sketch but could be anything, a German series, a movie, a documentary, educational, (travel) magazine etc. The setting looks mid to end 80s (must have been aired 1988 or later).
