German title Bobbys großer Wurf. Released there by marketing-film. Episodes are ~5-10 minutes. Series should be based on a late 1920s series, but Bobby's Brother is from 1923. That one is included on the Laurel and Hardy Car Wreckers (1928) VHS/Beta. Other maybe on other (DVD) compilations.
