I now found this Hallmark movie on YouTube and have checked it completely. Even more scenes than assumed but mainly in the 2nd half. 17yo Lauren Hewett in long, light blue bibs, 10 yo Emily Browning in light blue, long bibs near the beginning and dark blue shortalls, also barefooted and wet scenes, farm work and sitting scenes of both. The younger girl also soaked wet coming out of a lake.
Also soon on my bedroom blog including a boy, ~rating 6.

Found film The Boogeyman from 1980 with 7 or 8yo boy and also older teenage boy both wearing overalls at various points throughout some of the film.
