I found this by coincidence. Seems to be very rare. I haven't found any pics or clips except this one taken from a VHS cover. Does anybody know this movie?
There are several kids shown but only this boy in bibs. Directed by Damián Acosta aka Damián Acosta Esparza. Based on true events. Story by José Luis Gallego.

Scout's Safari episodes that contain the boys wearing blue bib overalls are "Contraband" and "Brushfire" both from season 2 of the series.
