I like classics and Mickey Rooney was a famous actor, but he was already grown up here. I also assume rather few scenes. Bib at low position and legs cuffed up.
So rating 2 only. Also starring Judy Garland (probably not in bibs ?) She wore bibs in Summer Stock (1950).

The Swedish series Ronny & Julia from 2000 that ran for 24 episodes has two boys and one girl wearing overalls. The overalls can be found in multiple episodes of the series.
