I also found this long time ago but just recently completely on YouTube. Note that there are many movies with the same title, even 2 from 1998.
Also starring Tom Irwin, Sharon Gless, Michael Dorn and Mitchell David Rothpan as her brother. Directed by David Greene.
I can't say much more and only checked it briefly. Could be worse.
