Maybe I have seen this (or another film in this series), but can't remember them all. I'm not even sure if he is shown in bibs here and how often or only on the cover. He was 12 or 13 in 1996 but appears much younger, maybe filmed earlier. Film aka "Leapin' Leprechauns! 2" Sorry, no better pic than this cover pic. Also no clips and obviously released on VHS only.
Maybe a good family entertainment. For bib scenes rating 4-5 for now. Hope for a soon broadcasting. Filmed in Romania and Smith is Canadian, so tagged non-USA as well.
