I have now found a full stream of Ki lo sa? (1986) via Google video, the French movie by Robert Guédiguian. The pic above is completely unrelated and a 2007 Catalan movie called qui lo Sa? by 3 directors including Marc Pujolar, trepafilms (now Escac). He has this on his YouTube playlist with the correct description. Obviously an Indie movie, maybe a short film. I haven't found the full movie. No entry on IMDb. The same clip is on a Ki lo sa? trailer with wrong description.
Ki lo sa? is quite interesting but ~80% is set in a big garden. As usual no real plot and the usual actors. There are ~5 scenes of young kids, mainly boys, including shirtless and shiny shorts. At 27, 41, 1h17. And bathing/splashing in white underwear (at 53). (Mainly rear view and not much of interest)
I like the black shiny shorts with 4 yellow stripes. The kids are very young ~6-7 yo. One boy is a bit older but not shirtless, wearing white tennis shorts. Rather typical movie from that director. No bibs, no coveralls. Luckily I didn't buy it. But better than the later/recent movies where the same actors are much older.
